It's always been that way in ETS2. There must be a code block in the game engine somewhere that increments a variable everytime you sleep without driving in-between those sleeps and prevents the 'sleep mode' when that variable reaches a certain value. Once you get behind the wheel that value starts dropping until the 'sleep mode' is enabled again. Hopefully you will be able to determine from step 2 above that it does exactly that, by factoring in how long you've been driving since your last sleep (up to the maximum permitted driving time). The blue of the sleep meter is too close to the gray empty color of the meters for me and I can't see how filled the meter is to due to that.
