What I will say is that Ken Levine who created Infinite and Bioshock 1 and Burial at Sea, didn't create Bioshock 2. That was created by another team, because the publisher still wanted to make money off the brand while Levine was making Infinite. Although some developers from that game worked on Infinite.
So far, I'm finding the same thing. I've enjoyed all the previous BioShock games on many levels. The Burial at Sea DLC seems a little thin on substance. They're fun all the same, they just don't hold up to the series' established standard.
